Sara Boettiger

Founding Director

Dr. Boettiger is founding CEO of GATD Foundation, Chairman of the CGIAR center CIMMYT, Adjunct Professor of Agricultural Economics at the University of California, Berkeley, and founding Director of AgPartnerXChange (www.apxc.org), a new initiative launched by the Syngenta Foundation for Sustainable Agriculture. Dr. Boettiger is also co-founder of PIPRA and Global Access in Action. In addition to her tenure on the CIMMYT board, her governance work has focused on organizations engaged in agriculture, climate change, and IPR issues, including: World Economic Forum Global Agenda Councils (IP Systems and Measuring Sustainability councils), CGIAR Governance Working Group, Planetary Skin Institute, Alberta Innovates BioSolutions, and the Institute of Forest Biotechnology.  

Dr. Boettiger publishes in the fields of law, business, and economics, addressing issues in agriculture, innovation, global poverty, and technology. Her research and professional interests are diverse, including: public-private partnerships; growing markets in emerging and developing countries; economics of technology adoption; strategic use of IP rights; technology transfer for impact in developing countries; corporate governance in non-profits; and the law & economics of open source and open innovation models. Dr. Boettiger’s professional activities span across teaching, governance, entrepreneurship, and management, but the common theme is her commitment to tackle issues of global poverty, food security, international development, and climate change through smarter applications of technology for people who need it most.

Dr. Boettiger received her B.A. in Economics at the University of Arizona. She received her Masters and Ph.D. in Agricultural & Resource Economics at the University of California, Berkeley.
